Following the release of the New York Times best-selling book “Imminent” by Lu Elizondo, the Former Head of the U.S. Government’s program responsible for Investigating UAPs, and on the heels of the announcement of a brand new, forthcoming tell-all memoir from Jay Stratton, the former director of the U.S. Government’s secret Unidentified Aerial Phenomena (UAP) Task Force, a number of TV industry producers, including “Mending the Line” Executive Producer Scott Macleod, have teamed up with several leading UAP experts and researchers to form a new production company, Project Blue Book LLC. The new company was founded to develop a new Supernatural Political Thriller TV series, “Shadow State.”
“Shadow State,” described by its creators as “Jason Bourne Meets The X-Files,” currently has all of its first season scripts finished. The series will feature characters and situations based on real-life people events. “Shadow State” creator Tim Burke has crafted a storyline designed to carry over two years, which seamlessly integrates the ongoing Congressional hearings on UFOs with characters based on the real-life key figures within the UFO Disclosure Movement, many of whom are attached to this project.
The storyline cleverly features the major events in UFO history (including flashbacks to 1938 and the formation of the OSS) while also incorporating the most popular elements from “The X-Files,” such as the “monster of the week” format, the Cabal determined to hide the truth about Aliens and UFOs from the public, and the dynamic between the two main characters – one male and one female.
The show is the very first project to be accredited by the recently launched Hollywood Disclosure Alliance.
With the tagline ALL LIES LEAD TO THE TRUTH, “Shadow State” follows the adventures of Ethan Chambers, the series’ lead character. Chambers is assigned to the newly formed “Overlook Committee” of CIA Special Access Projects and learns of a secret internal science and technology division simply called “The Program.” “The Program” is an above-top-secret UFO crash retrieval protocol hidden within black covert elements of the CIA and the U.S. Military. “The Program” has been designed to perpetuate the Truth Embargo and prevent the facts behind the longtime Extraterrestrial presence on Earth from the general public.
Chambers is torn between maintaining this long-held secret on behalf of the CIA or sharing it – the most significant development in the history of mankind – with his family and the rest of the world. The “Shadow State” universe revolves around five sets of characters who control circles of power and secrecy: The Truth Finders; the Secret Holders; the Power Elites; the Supernatural Beings; and the General Public.
“We imagine ‘Shadow State’ as if Christopher Nolan were to remake ‘The X-Files,’” says its creator, Tim Burke. “Everything about this series and our amazing team behind it will coalesce into a powerful new thriller bursting with Chris Nolan vibes! After all, our modern world is obsessed with science fiction and the UFO phenomenon. One in four Americans believe we are being visited by extraterrestrial life. Of a total of 12,618 sightings reported to Project Blue Book between 1948-1969, 701 remained “unidentified’ to this day. Over 270 reports of unidentified anomalous phenomena, known as UAPs, were made to the U.S. government during just the past few months alone, according to the Department of Defense. ‘The X-Files’ ran on the FOX Network for 11 seasons and spawned two motion pictures.”
“‘Shadow State’ stands at the ready to figuratively take the baton from Fox Mulder and Dana Scully and move the exploration of the global UFO phenomenon into the next era of compelling, edge-of-your-seat, television,” Burke said.
“Our main character, Ethan Chambers, is a hybrid figure – imagine Jason Bourne blended with James Bond and Fox Mulder. We are currently casting for someone to play this role. As a team, we feel a factual scripted series covering all the main events and scientific discoveries that have taken place during the 80-plus year UFO phenomenon timeline, starting even before the Roswell crash, will service as a means by which to help people understand we are not alone. We have never been alone. And as real-life progress towards Disclosure continues through ongoing Congressional hearings and the work of leading Disclosure Advocates in Washington, D.C., our show has the ability to run for many seasons. ** Timothy E. Burke/Creator/Executive Producer: Timothy E. Burke is the Head of Development and Creative Director with Bigger Picture Movie Studios, as well as the Head of the newly-formed Project Blue Book LLC production company. He is a visionary creator, blending the worlds of film and technology to deliver innovative and groundbreaking projects. ** Scott Macleod/Executive Producer:
Scott MacLeod is an award-winning independent film producer and founder of CKM Entertainment. Born in Michigan and raised in California, he studied acting at the Claire Trevor School of the Arts at The University of California at Irvine. Scott began his career at the world-famous Hollywood Improv comedy club as the showroom manager in the late 90’s. Scott produced the horror feature film “Rogue River,” starring horror legend Bill Moseley, Michael Cudlitz, Chris Coy, and Art Alexakis. It was released by Grindstone Entertainment and Lionsgate.
Right before the start of the pandemic, Scott executive produced the award-winning sci-fi feature film “Warning,” starring Annabelle Wallis, Alice Eve, Kylie Bunbury, Patrick Schwarzenegger, Thomas Jane, and Alex Pettyfer. The film won numerous film festival awards including the Audience Award and Méliès d’argent Award for Best European Feature-length Film at the Trieste Science + Fiction Festival and Best Produced Screenplay at the Sochi International Film Festival. Most recently, while in the middle of the delta surge of the pandemic, Scott went to Montana to produce the feature film drama “Mending the Line,” starring Brian Cox, Sinqua Walls, Perry Mattfeld, Patricia Heaton, Chris Galust, and Wes Studi. The film had its World Premiere in 2022 at The Woodstock Film Festival and later had its West Coast Premiere at the San Diego International Film Festival where it won the prestigious Valor Award. XYZ Films handled sales. Blue Fox Entertainment released the film theatrically nationwide in June 2023 and Sony Pictures Entertainment released the film digitally September 2023. ** Jeremy Gilbreath/Executive Producer: Jeremy Gilbreath began his career as an actor appearing in films and TV shows including “Pearl Harbor,” “Haunted Mansion,” “Carnivale,” “Little Black Book” and “Method in the Madness.” He then moved to Assistant Directing and Producing, working on many shows such as “Ancient Aliens,” “Captured,” “Case 347,” “Sea Rescue,” “Blood Relatives” and “The Ultimate Soldiers Challenge.” He is a member of the PGA and the Television Academy’s Producers Peer Group.

** Ross Coulthart/Story Producer: Ross Coulthart is an Australian investigative journalist and author. A character based on him is depicted in the “Shadow State” series. Ross is perhaps best known for his exclusive interview of UFO whistleblower David Grusch for NewsNation in 2023. Ross is the host of the “Reality Check” podcast and remains a special correspondent and investigative journalist for NewsNation.
** Paul Hynek/Consultant: Paul Hynek is the son of legendary UFO investigator Dr. J. Allen Hynek, the UFO consultant to Steven Spielberg on his film “Close Encounters of the Third Kind.” Dr. Hynek also appeared in the climactic UFO arrival scene of that hit movie. Marcel III is an expert on various UFO-related events which took place across the United States during the 1940s and 1950s.
** Richard Doty/Consultant: Richard Doty served for over 20 years in the U.S. Air Force, including years as a Special Agent for the Air Force’s Office of Special Investigations. ** Jacques Jouffrett/DOP/Cinematographer: Filmmaker Scott Walker brings his team to “Shadow State,” including Jacques Jouffrett. After graduating from NYU’s Film School, Jacques launched a career as a camera/Steadicam operator, amassing over 40 feature film and TV credits. He is a member of the Society of Camera Operators and earned three Camera of the Year Award nominations from that group, winning for his work on “Into the Wild.”
** Marcus Lowth/Co-Writer: Marcus Lowth is a writer and researcher who has extensively researched, for over 20 years, multiple areas of the paranormal, including strange locations, unsolved mysteries, UFOs and aliens, lost civilizations, legends and folklore, conspiracy claims, and much more. He is particularly known for his in-depth analysis of these topics.
